Public diplomacy has been around for a long time, but modern American public diplomacy originates in Washington’s efforts to culturally penetrate the Soviet Union. Governments today realize that communicating with foreign publics is an imperative of international life. Scholars study culture to understand individual countries, yet another level of analysis seeks to explore the production, transmission, and influence of culture across national borders.

While International Relations typically focuses on political and economic forces, public diplomacy is concerned with the roles of mass opinion, propaganda, or strategic persuasion. As a field of scholarship, it exists on the periphery of several disciplines, where culture is defined in a broad anthropological sense. If traditional diplomacy is centered on state-to-state relations, especially among elites, public diplomacy employs technological advances in global communications which allows states to transcend narrow diplomatic channels or governments (especially closed authoritarian states) and reach the masses of people.

This course will focus on American public diplomacy from the perspective of international history, with particular reference to Germany since it was both the original target audience of America’s postwar reeducation plan and launching pad for cultural activity and transmission into the Eastern Bloc.

We will practice conversational English with common questions and topics used in daily life.

This conversation course will explore the d.a.i. photo exhibition I AM INUIT by Brian Adams. The photos share the everyday lives of 20 Inuit communities in northwest Alaska, telling the stories of nearly 270 people. They show a culture that blends traditional ways with modern changes while facing social and environmental challenges indigenous communities face. In this course, we’ll discuss Indigenous peoples, their way of life, their traditions, and how they adapt to a changing world. We’ll also look at how photography can tell real, meaningful stories about people and their communities, without relying on stereotypes.

As an optional activity, participants may attend the Indigenous Film Festival in Stuttgart in February 2025. While this won’t be an organized group trip, the course will provide details about the festival and suggestions for films to watch, allowing you to explore more stories about indigenous cultures through film.
